What is a ‘cold call’?

Who's never got that random call at 8 a.m from a person asking for your attention and offering a new phone carrier account? Well... you've got a cold call! Cold Calling is the practice of reaching out to potential customers who haven't expressed interest in your product or service yet! But wait... isn't that Illegal??!!! Certainly not! Cold Calling is legal! However, there might be constraints and limitations to when and who salespeople can cold call.
