When the speaker pauses, or has finished you should engage in the conversation somehow.

Whether that's by asking a question, summarizing what the speaker said, responding to it, giving your opinion or in another way, you need to engage in the conversation. This will reassure the speaker that they have been heard and that you care, and then they will be more willing to listen to you, too.
